Replacing the belt on a Harbor Freight plate compactor

Did you figure out the two bolts you loosened to get the belt on are the tensioning bolts that need to be tightened to adjust the tension on the belts? Have you added oil to the exiter reservoir ? I've seen another video where the owner removed the plug under the front handle and filled that reservoir with 10W30 oil, I think he referred to that as the "Hydraulic exiter"? but that's the only video I've seen so far that touched on filling that reservoir.
