First of all no bank would ever allow this to be done over the phone not that much money, that has to be done in person, and second, no one can 'force' anyone else to do anything they don't want to it's still 'your ' choice no matter what. I get what you mean, but taking out charges on family isn't an easy thing to do. And before anyone starts on the 'yes it is it's not that hard grow some balls' or whatever, I can actually speak a little on this cause I'm in a similar situation with my brother. He's stolen somewhere around 30k from me over the last couple years. He makes more money than me and I still pay his car insurance and phone bill. I'm perfectly aware I'm being manipulated and used but he knows exactly how to do it, and whenever I try to confront him over it he starts acting exactly like our dad used to and I just shut down. I've thought about just moving out(yes I live with him rent is expensive and he pays his full half of the rent about 85% of the time) and letting him figure things out on his own but then our mom gets involved and breaks out the waterworks and she's disabled and lives in a care home close to where we live which is a big part of her not wanting me to leave. I've definitely strayed away from the point here but yeah filing charges against your brother is not an easy thing at all to do emotionally. No matter how justified or how much other people convince you, even when you know intellectually they're right......he's still your brother.
