Last summer (2019), the FAA completed its "Clearance Relay Initiative" - eliminating the need to relay IFR clearances through Flight Service. Digging into the Chart Supplement (aka A/FD), you'll find either a frequency (if it's available on the field) or a phone number, along with facility name, published in the COMMUNICATIONS section of each specific airport. When attempting to contact ATC on the ground via the published frequency, keep in mind many variables can affect radio reception. If you find yourself having difficulties with a frequency, look to nearby airports for a phone number and try that instead. When you reach the controlling facility, just let them know where you're at, and they'll happily coordinate your IFR clearance directly over the phone.

Also, in Chart Supplements (formerly Airport/Facility Directories), sometimes it will show a phone number for the overlying Center or TRACON that you should call for clearance.

I have not flown in approx 15 years. Back in the late 90's & early 2k's I was taught to call atc if possible on the phone if I could not talk to them on the radio and as you said, in my case Prescott radio would be last choice. So in reality there was 5 ways. Get it from tower, get it from approach/departure, call approach/departure on phone,vget clearance from Prescott Radio, or last case pick up clearance in flight. I have picked up in flight a couple times due to deteriorating weather but did not like that at all. It's my opinion only do that as single pilot if in cruise on autopilot and never while hand flying. So my question is can we still get our clearance by phone from departure/approach? I learned to fly in congested airspace at SDL. Thank you and be safe.
