Well he is best friends with the president who is literally Ashley's father (which honestly may make things awkward between them knowing Leon would have sex with Ashely but have no intentions of marrying her) though Ashley's model in the original game was really cute so I wouldn't blame Leon if he did take her up on her offer, though in the remake she looks really weird. Hunnigan on the other hand didn't say no at all and just reminded him he was still technically on the clock, which is her way of playing hard to get.
