Residents in Portland, Oregon neighborhood concerned about man carrying sword, nunchucks

The neighbors reached out because of what they say is a dangerous situation.
They told KATU News that a man walks the street carrying weapons, including a sword.
They also told us the man has tried to break into a vacant home numerous times.
Other neighbors said the man looks to be smoking drugs in his car during the day. They're constantly worried about what he might do next.

911 in Portland metro area is a waste of time for the homeless. I use to work for ODOT and had equipment cabinets broken into and extention cords plugged in that ran to homeless camps. When asking upper comand about calling police they said they wouldnt respond because they were houseless, to just pull the cord and lock with chains.

I live a block from where this guy’s car is. Every morning I walk my dog by there and by the more permanent/intermittent agglomerations of untreated unhoused mental patients. They usually seem grateful that I say “Hi” and ask how they’re doing. Meanwhile, down the block here there’s signs on people’s lawns threatening to shoot people, something about an amendment to the constitution that supposedly supports threatening your neighbors with homicide. I feel much more threatened by my gun toting openly threatening neighbors then the untreated mental patients. My son and daughter in law are down visiting from Canada. They’re doctors. They’re out for a bike ride. When they return they’ll again express indignation and confusion about seeing schizophrenics standing on the street corners, yelling to somebody we can’t see, flailing around with a plastic sword. They ask me why this is happening. I try to explain that, to perhaps a majority of Americans, offering people health care is immoral, something about socialism and nanny states. It’s difficult to explain that, although everybody recognized that it’s cheaper to provide medical care to the needy as opposed to incarcerating them, somehow to a large percentage of America that’s somehow more moral. Hence we have guys like that suffering on the street. They get terribly abused in jail, but, hey..it’s their fault they suffer from mental illness. The police are put in a terrible position. Sleeping in a car, yelling at the sky, having knives and stuff…it’s not illegal. Then they have to respond to crazy people and make split second decisions. We need a health care system like civilized countries have.

No one has the means to protect themselves? It is not just a joke that the police are minutes away when you only have seconds, so many have taken up being armed. Of course, a firearm is strictly for defense and not offense, so it would do new firearm owners well to take courses after they choose to buy one. Make sure the course discusses the laws involved in using firearms in self-defense. The homeowner of the empty home needs to make their way down there and make sure to re-secure his property. I am convinced that breaking and entering and/or burglary are not considered crimes once someone is inside a home if the criminal lies and states to the police simply, 'I am renting this place' so it would be best to be proactive.
