Looking over the old data from other teams that is out there, its seems to require a lot of work on form and changing habits to get the 1-5% benefit. Then people believe the improvement in technique transfers back to the no-foil setup. There seems to be a lot of push back from athletes who do not wish to change technique and form for what might be a gimmick. Then there are coaches that believe that you just have to row faster and that will have a bigger impact. It probably takes consistently losing to justify changing the training and long ingrained habits.

Put a submission into the enquiry. I can imagine the resistance to proper testing came from the coaches who had already made up their minds that the use of your foils was not worth exploring further.
