The ability IS consistent, it's just that people didn't look deep enough into it and the "araki forgot" moronic jokes playing a direct part into ruining the ability's explanation. What KC does is that it puts Diavolo out of Fate's inner circle-- he basically gets complete freedom while the others don't. It's why his ability is characterised as a timeskip, fate goes as normal for others while Diavolo gets put out of the picture. Time being skipped is just a side effect of KC ripping through the fabric of reality-- aka Time, and putting Diavolo out of Fate's hands for a temporary moment of 10 seconds

One of the things I love about Hikari’s domain is how utterly unique it is. There’s literally nobody in the verse with one like his. It really shows how a technique is shaped and sculpted by their users imagination and interpretation of said technique. This domain really reflects his “do or die” gambling mentality to a T and I love that for him

I think part of Hakari being so lucky is because of the in verse rule of telling people your technique makes it work better, so by whatever that increases his chances by, Hakari truly doesn't have to roll that much due to the max efficiency of his sure hit info attack. Truly Peakari.

Its a binding vow. Some people make a binding vow where granting the enemy information boosts the technique. However in this case granting information to the enemy is Hakari's whole sure hit effect. I dont think its possible to chain a binding vow of getting ct boost by revealing information to the enemy, when the sole reason your domain even functions is that it gives information to the enemy.

To sum this up: Hakari pops domain expansion and starts at the normal stage. His special effects will determine what type of Reach, or "cutscene" he will get. If he gets green and red, he gets the worst cutscene with the worst probability to jackpot. If he gets just red, he will get the semi bad cutscene with better probability than the green and red one and so on. If he gets all gold, then he will get the BEST cutscene resulting in a MOSTEST LIKELEY jackpot allowing him to have infinite cursed energy. Now say the jackpot was all odd numbers, if he pops his domain AGAIN, he will have INCREASED PROBABILITY TO PULL ANOTHER JACKPOT WHICH IS GUARANTEED. But this dosent mean hell get increased probability all the time. You see, this just means he goes back to his jackpot stage and he is STILL ABLE TO ROLL EVEN NUMBERS, which means he can get the faster slot speed BUT increased probability is more likeley because odd numbers are a 75% chance to roll. Now lets say he rolls all even numbers and gets the faster slot speed, if he fails he has to restart back to the normal stage. If he fails FOUR TIMES IN A ROW DURING NORMALS STAGE, then HE WILL GET RAINBOW VISUAL EFFECTS THAT GAURENTEES A JACKPOT. (Keep in mind that jackpot only lasts 4 minutes and 11 seconds.) The psuedo spins are still a little confusing to me but im guessing that if Hakari uses psuedo spins, he heals back his injuries in a cool looking way, BUT this HIGHLY decreases his probability of double numbers and a jackpot. Thats my recap ig.

I think when Yuta says "when he gets worked up" it signals that Hakari might be able to rig the rolls in his favor depending on how he is feeling during the fight. The more excited he is, the more he is willing to risk his life, the more "worked up" he get and this translates to the game's "luck" favoring him. Case in point, the one time we saw him go back to normal mode was during a fight he wasn't entirely feeling. RIght now he is fighting Urahime and his RCT is coming in clutch for him indicating the game is working in the background and favoring him so far. He is also hyped in his hype with her.
