sir, you're probably right about when it was made, give or take a year or two... This is called a slow seep lighter. Ordinarily, you only need to fill the bottom part. (when filing it after reconstruction, it helps to fill the upper part too) These lighters are valuable today. (the old ones, they still make the lighter,but it cotains plastic parts.)
