Once you buy a car you can do whatever you want to it, you can even take a sawzall to it if you so desire. As long as you're not driving on the road trying to pass it off as your car's legal license plate, yes. It's just a 12"x6" chunk of metal. My state doesn't require front license plates and I've seen all kinds of plates including Japanese plates up front.
