Doesn't Revelation 17 indicate that Mystery Babylon rides the beast but then the beast and the ten kings hate and destroy her, as opposed to Babylon being the seat of power for the beast? It seems odd that the beast would burn his own capital with fire: "Then the angel said to me, “The waters you saw, where the prostitute was seated, are peoples and multitudes and nations and tongues. And the ten horns and the beast that you saw will hate the prostitute. They will leave her desolate and naked, and will eat her flesh and burn her with fire. For God has put it into their hearts to carry out His purpose by uniting to give their kingdom to the beast, until the words of God are fulfilled. And the woman you saw is the great city that rules over the kings of the earth.” (Rev 17:15-18)

I think you are correct, Babylon will be the capital of the World Religious System but the beast (antichrist) will become jealous of anyone other than himself having power and will destroy Babylon then attempt to make Jerusalem and the temple his capital since he wants, in all ways, to replace Jesus.
