Plus he waged war on the celestials so also the world government. Dragon is the strongest character rn other than Imu. All time! Only people that beat him maybe are Imu, JoyBoy, Ryuma, Rocks and a small chance that Roger, WhiteBeard, Mihawk, and Shanks might also be near/at that level
