I have hit 24 mph on flat roads on my RV2 but I was pedaling pretty fast probably 80-90 RPM.

If you browse my latest RV2 video, I have different components on the bike than in this video. I was able to easily achieve 28mph on the flats with the spokes properly tensioned, wheels true, and 700x30c tires. Becareful, it isn't the safest bicycle from design, components, and materials. But it is the best bang for the buck! With that pointed out: tires tread type and paying attention to your surroundings (especially road conditions) are very important for safety.

Is the battery removeable?

It can be removed from the bottom opening by the crank. But not remove to charge. It is held in place by screws on the bottom tube.
