I know frustration from facing a character like Fiora lasts for years but it's been years since she was able to achieve that, even with 6 items full build. Her true dmg scaling went from 5.5, to 4.5, to 4% per 100 bonus ad, which leaves her the weakest among every anti tank character by far. Gwen does twice as much damage with her Q while also dealing max health damage with her R and every auto attack regardless of positioning. Fiora is still good against tanks especial the ones with predictable cc she can parry, which is basically every tank. But she is much weaker at dueling other duelists and even mages and adcs.

Fiora will be a monster next patch definitely. Between more dmg to scale on passive from conqueror, last stand/coup de grace increasing true damage. And she can go axiom arcanist since it is really good rune on her, not only increasing damage on her ult but also more healing. And in sorcery there is also gathering storm for infinite scaling, while also not having to build as much damage to be a glasscannon

Garen ult is a bad example. The damage scales with MISSING health. More health = less dmg = less BONUS dmg. Less health = more dmg = bonuses are an overkill.
