I have had the misfortune of driving through Portland on many occasions. Sometimes, I drive through West Linn on my way through Troutdale. Beautiful country occupied by miscreants. I think I get the scenario. It’s 2 lanes of traffic, one in each direction. If someone chooses to turn left, they effectively stop everyone behind them from moving forward because the oncoming traffic makes it prohibitive to turn easily. It is super frustrating when someone chooses to turn left (usually across a double line where you’re not supposed to) someone holds up everyone behind them from moving forward.
