I had covered this part of LA-46 before, but decided to do it again. The rest of the highway is a sharp contrast to the part in the city.

Did LA 46 ever end at another highway in New Orleans?

It doesn't look like it. But it appears that prior to around 1970, the current LA-46 was LA-39, and Claiborne/W. Judge Perez east of Elysian Fields wasn't a state highway. LA-46 started at Poydras and ran along what is now LA-300 to Reggio, and then followed its current route between Reggio and Shell Beach.
