Louisiana is such a different place, especially the New Orleans area! Sounds like none of these communities are incorporated, yet the area is so thickly settled that the speed limit never exceeds 45. Looking forward to part 3.

There are no incorporated places in St. Bernard or Plaquemines Parish. We do eventually see a 55 mph speed limit on LA-46, and further down the line in LA-39.
