Im not sure about being a British thing, as it may happen in other countries, but it is definitely a 'thing' in Britain. It annoys me.

@@tannagraI think it happens often here due to underground pipes and wiring. If these need fixing or replacing the roads are closed for the job to take place.Own opinion , It can be frustrating but not bad compared to seeing open sewage or wires which can be an eye sore
