The reason why halts only benefit wallstreet is because retails trades don't hit the lit market, they go to a dark pool, which isn't conspiracy, thats a fact the SEC said. So since wallstreet is the only ones effecting the market, this allows the market makers to trigger halts in a fraction of a second when they need it to, and route trades to the dark pool when they dont want a halt.

Not sure why you said 28 is the price that makes him rich. I found screenshot of his positions - he holds 120000 call contractsfor Jun21 for $20 which he bought for 5.7. So as long as price is above 25.57 - he is positive on the position. Every dollar on top of 25.57 makes him 120 mil if he excerises his options.
