He and his species were abducted by someone called the High Evolutionary who experimented on living species trying to evolve then like Ash Ketchum. However, Rocket was more of a toy to him since as he said in GOTG, he was pulled a apart and put back together a bunch of times. He was treated as an experiment with no one to help him. The only one who he trusted was Groot. Now, he has a whole family aka The Guardians of the Galaxy. And more to say, he is definitely on par with Stark in terms of intellect since he literally makes his own weapons in GOTG and GOTG vol 2 and he does come up with plans. Most of the plan in GOTG to save Xandaar was HIS idea in fact, he literally says in this video ‘I told you I had a plan’
