A trick to bypass the toll without paying I've always done in GTA 4 even when I was a kid: If you wait for a car to pull up before you, simply push them into the bar and break it, (has to be while the bar is down, before they pay the toll.) Doing so will result in them just getting pushed through and you can proceed without paying.
