No it wasn't this meant to for Rocky to stop the fight but was a split 2nd late real fights were stop because the manager were trying to protect their fighters the most famous was Joe Fraizer in Ali vs Fraizer 3.

They should've also made the length between when Don said "Throw the towel" and when Apollo got killed. Then, there would be more of a reason for Rocky to blame himself and get revenge on Drago
