They did it to be consistent with his redubbed voice for the main game, which had him say other lines of dialogue unique to the game (meaning not ones that were in the movies).

Yes, this is the movie that plays when you beat Rocky's "Story Mode". You fight a bunch of made-up boxers at first, until you get to the movie fights: Apollo, then Clubber, then Drago, and finally Tommy.
