Because a lot of other CrossFit movements are more suited to a smaller stature eg Compound movements. Smaller competitors have a smaller range of movement, thus less distance to bring the weight
They don’t adjust the rings or bar in gymnastics, they don’t adjust the height in hurdles, its sports. Some events favor taller athletes some favor shorter.

He dont lose it, and wasnt a close call, Fraser's had bad luck with the Ruck run, his backpack opens and drop a weighted bag that he didnt notice and finish the event without the 50lb in it, so he receive a major penalty (more time to his result) so he drop a lot of places
