Geospatial Engineers and mining Surveyors. They've studied it. If they can determine how deep the earth's crust is, they are able to determine how deep the mineral is and how vast it is in a particular area. They can then compute it and come up with the percentages. Hope that has helped 😊

The USA political leaders and the rest of the western Europeans states have set their focus on the resources in the arctic decades back. The West is not happy Russia is controlling a vast size of the arctic. They would have wished they too take a large part of the arctic. I think Goberchev was too soft with the western countries especially the USA and Britain during his time as Soviet leaders. I think Goberchev sold out the Soviet Union ( USSR ) now Russia to the West. Russians must appreciate the good work Putin is doing to resist the western expansion threat which is also directed at taking control of the arctic. The present war in Ukraine goes beyond Russia curbing NATO expansionism. It also means checkmating the West from seizing the Arctic from Russia who presently control a larger share of the arctic.
