no. That will be a waste of icbm because the payload size is small hence the amount of conventional explosives that can be delivered will be low. But more important reason why icbm will not be used to deliver conventional explosives is because both sides can detect icbm launch. They will not wait for the bomb to hit and explode to decide if the launched icbm had nuclear or conventional explosives. As such, once icbm launch detected, the other side has to assume that it carried nuclear and so will also launch their nuclear icbms for a MAD outcome.

If Putin openly announces a special missile operation, with a few converted to carrying conventional explosives, then he will avoid the taboo of launching nukes. The whole point of such a SMO is to verify the targeting and delivery systems of Sarmat. And to demonstrate the political will to do so. I thought ICBM especially Sarmat type which can have 15 thermonuclear warheads, is supposed to be used only when NATO directly attack Russia? When Russia is threatened?

How is Russia getting more money to do all these R & D with all the restrictive banking and financial sanctions on them? and where they getting the microchips needed to develop these sophisticated weapons and military hardware? Surely they're not using chips from dishwashers, vacuum cleaners, washing machines and refrigerators as Western experts say?
