With today's technology I am certain that an audible alarm that sounds off when anchor is down and ship begins to move could be incorporated into the ship's systems. It probably already exists but they bypass or shut it off. If the anchor breaks an underwater cable then it affords more evidence that they intended to do it. Why not patrol with drones that surveil ships to see if they have their anchors up or down.

It is amazing how many words are spent for such basic things. A spy ship is a threat. That means that "rules" are ignored. Yet, we think we have the moral high ground to stick to the rules. If we are threatened, we are allowed to act in such a way the threat is eliminated, including destroying or impounding the ship. Either we learn to give russia a bloody nose when ever the try to intimidate us, or we have to accept that intimidations will become more severe, leading to a war. Worse can only be avoided when an issue is addressed at earliest state.
