They are border guards. As long as a Ukrainian flag is on that island it's a part of Ukraine. However, Romania has in the past contested Ukraine's claim (Due to the fall of the soviet union, which had a contract with Romania about ownership of the island. Ukraine inherited the island after the collapse, Romania wasn't too pleased about this) to snake island along. The main reason border guards are stationed there is to stop Romania from taking it. The island is also used as a front for marine research in the black sea. Ukraine for the past 10 years hasn't been able to fund the mining of oil and gas which would set them as one of the top exporters in the world of gas and oil (One of the main reasons for the conflict, Russia wanting to control all oil and gas in Europe) I hardly think they can fund experiments and the last place they would place them is on that island.

It's considered a key strategic location not far off the mainland of Ukraine, mainly for keeping an eye out for foreign naval invaders, like the ones they told to fuck themselves.
