You fill the clean one by taunting and doing dives, and filling it completely gives you temporary invincibility (you reverse every move and your moves are more powerful). You fill the dirty one by being an asshat, and filling it gives you the ability to do a really powerful low blow finisher. Also, the health is represented by the diagram of the guy on the corners of the UI

One quick Google search revealed that the dirty and clean meters are heel and face. It is a really cool system. High face meter means you can become unstoppable, get more supers, and take more punishment. While high heel meter get to do things like cheat moves, rule ignores, and brutal attacks.
