The little storage bag could be for a couple of locks. I know a car cover I once had a bag like that to store an optional cable and lock.

Hi Joe, That black bag is meant to be weighted down with sand or anything heavy. You then clip it to the lower straps and throw it under your camper to the other side. That way you don’t need to fish the straps from under your camper with a measuring tape. 😊 On my cover, those 6 small gray pouches are used to strap over the gutters so they don’t poke holes in your cover, but mine also included a rubber stopper to shove in the end of the gutter.
