If *Paul Kagame* and *Félix Tshisekedi* were to meet face-to-face with *no one else present* - for there to be *peace in eastern DRC* - they would need to agree on the following key issues: *1. The Status and Rights of Congolese Tutsis* Kagame would insist that Congolese Tutsis (Banyamulenge and others) should be recognized as full citizens with protection from persecution. Tshisekedi would need guarantees that *Rwanda will not interfere in DRC’s internal affairs* under the pretext of protecting them. A compromise could involve *political integration of Congolese Tutsis* possibly granting them more representation in *local and national government* *2. The Disarmament of M23* Tshisekedi would demand that *M23 lay down arms* and reintegrate into society. Kagame would ask for security guarantees for Congolese Tutsis, possibly through a *UN-backed monitoring force* Both could agree on a *DDR (Disarmament, Demobilization, and Reintegration) program* allowing M23 fighters to join the Congolese army or reintegrate as civilians. *3. The FDLR Problem* Kagame sees the *FDLR (Hutu rebel group in DRC)* as an existential threat, accusing them of harboring *genocidaires* from 1994. Tshisekedi may argue that not all FDLR members are genocidaires and that some are simply *Hutu refugees* A possible agreement: *joint military operations or third-party involvement e.g., UN or AU peacekeepers* to neutralize remaining armed factions of the FDLR. *4. Economic Cooperation and Rwanda’s Role in Eastern DRC* Rwanda is accused of *illegally exploiting DRC’s minerals* through M23 and other proxies. Kagame would want *continued access* to Congolese minerals but in a *formalized trade* rather than smuggling. Tshisekedi would demand that Rwanda stop illegal activities and instead engage in a legal trade partnership. A potential agreement: A *bilateral economic deal* where Rwanda can buy DRC’s resources *legally* reducing the need for proxy wars. *5. Military De-escalation and Non-Interference Agreement* Tshisekedi would insist that Rwanda *withdraws any covert support for M23* Kagame would demand that DRC *stops working with anti-Rwanda groups like FDLR* A possible agreement: *A neutral third party (UN, AU, or EAC) could monitor compliance* with a non-interference pact. *6. Regional Diplomatic Reset* Kagame and Tshisekedi would need to *rebuild trust* possibly through a *new regional security pact* involving Uganda, Burundi, and the EAC. This could involve joint infrastructure projects, shared security operations, and *a framework for resolving disputes diplomatically instead of militarily* Would This Guarantee Peace? Even if Kagame and Tshisekedi *personally agree* armed groups, business interests, and political hardliners in both countries *could still resist peace efforts* Implementing any agreement would require *international backing* (UN, AU, EAC) and local buy-in from Congolese and Rwandan stakeholders. However, if both leaders *genuinely committed* to these agreements, it would be a significant step toward ending the conflict. This would be the *ideal outcome* - but whether Kagame and Tshisekedi can *trust each other* enough to reach such a deal is another question entirely. *War is a ZERO SUM game. No one wins - everybody loses*

Your words are very wise. Unfortunately there are a number of serious stumbling blocks. In the past years rebel units were integrated in the regular army and it provoked serious problems of cohesion and discipline. The narrative of the Congolese of Rwanda or Tutsi origin being persecuted is vastly exaggerated by Rwanda. In fact Rwanda has succeeded in exporting its own tribal hatred into Congo. The current weakness of Congolese has contributed to create the criminal mining exploitation that Rwanda has been benefiting for years. So how much is DRC ready to lose to know some peace (in other words the acceptable level of humiliation), and how much is Rwanda willing to cede to give an appearance of benevolence? Ordinary people in both countries want to live in peace but the amount of money involved in the mineral smuggling is very hard to give up by the people involved.

Kagame and his M23 are dangerous, Rwandans have to be really blind and tribal fanatics not to see that they’re creating enemies for themselves in every corner of the world, there’s no place in the world where what Kagame and his M23 are doing and saying have any benefits whatsoever for Rwandans, even if the international community supports and finance their regime now, it makes sense why the Rwandan genocide happened, these people are extremists. Kagame’s action will affect them in the future one way or another, right now the rest of the world knows what the Kagame regime in doing to Hutus in Rwanda, Congolese in Congo, Burundians in Burundi, Mozambicans in Mozambique and even South African peace keepers, he’s a threat to the East African community…the clock is ticking, only time will tell. They’ve learnt nothing from the Rwandan genocide, still letting the West use them against other Africans, if another genocide happen in Rwanda, I’m certain at this point no country will welcome them in their country, they would have to seek asylum in Europe since that’s who they have been working for. These books tells you who they are: America's Wars on Democracy in Rwanda and the DR Congo by Justin Joseph Podur Enduring Lies: The Rwandan Genocide in the Propaganda System, 20 Year Later by Edward S. If you're not living in the Congo or East Africa and want to understand this conflict this is not the person to listen to. The issue is about minerals. Kagame signed a contract to supply strategic minerals to the EU which don't exist in Rwanda, but in Kivu province of DRC. This province borders Rwanda. Hence, he created a rebel movement supposedly composed of Congolese Tutsis and he occupied region where the needed minerals are found (coltan and the 3T: Tin, Tungsten and Tantalum). The M23 serves him as a cover to loot those minerals in DRC. Western countries keep quiet because they are benefiting from the deal and selling sophisticated arms to Kagame. It is indeed a proxy war.

HERE IS THE THE BEGGING 1. Colonial Borders & Persecution Colonial powers took part of Rwanda-rich in minerals-and added it to Congo. The Rwandan-origin people living there for generations were later labeled as "foreigners" and have faced massacres just for speaking Kinyarwanda. 2. M23’s Demands M23 is not trying to take over Congo; they demand the right for Kinyarwanda-speaking Congolese to live peacefully in their ancestral land. Instead of addressing this, the DRC government collaborates with FDLR (who committed genocide in Rwanda) and Wazalendo (who kill, steal, and rape). 3. DRC's Refusal for Peace President Félix Tshisekedi has repeatedly rejected peace talks with M23, choosing war over dialogue. A peaceful resolution is possible, but only if DRC engages in negotiations instead of fueling violence. 4. The Mineral Factor The targeted regions are rich in minerals, which is why colonial powers altered borders. Today, Congo’s government uses ethnic violence to control these resources while blaming Rwanda. 5. Rwanda’s Position Rwanda does not want war. After the 1994 genocide, we will not allow our people to be massacred anywhere. The only solution is for President Tshisekedi to engage in peace talks with M23, Stop citizens masacle. While M23 is asking for the right to exist peacefully in the land of their ancestors-why is that so difficult for the DRC government to accept? 6. Global Hypocrisy: Despite being aware of the root causes of the conflict, many international actors choose to ignore the truth, driven by political or economic interests. This selective understanding fuels misinformation and prevents a lasting resolution. Blaming Rwanda is just a distraction from the real issue-the systematic persecution of Congolese Rwandans. Peace is possible if Congo stops using this conflict for political gain.

But if you’ve noticed, m23 was celebrated by goma citizens when they took over. There are many broken pieces to this part. The main concerns I see is how can anyone conclude that Congolese Tutsis are from Rwanda when their grandparents were born in DRC prior to independence? The other big problem is how can former Zaire revoke the citizenship of Congolese Tutsis, then accept war criminals from Rwanda in 1994 as guests of the state and not foresee the mess that is taking place in 2025? Congolese Tutsis are repeatedly told, " Go back to Rwanda, " when their grandparents were there when the republic was born. If you are from South Africa, would you accept that your grandfather, born in Cape Town, generations prior to independence, has no citizenship? Of course not.

I from Tanzania, EAC.

@@petrusdoyi8683 This crooked evil murderer guy Kagame who is responsible for rwanda gaonocide and isaias afwerki shabya leader should be removed from the power they are the one creating war in Africa, especially in east africa. Both of them have been in power for over 40 years shame on them they are playing and destroying most africans young generations life. Their age is over 90 years old, I wonder when they are going to retire before they go to hell to get punished by the truth of God's judgments.

The M23 are Congolese. The problem is the colonial borders in Africa.
