What she said could imply sakana inadvertently created a diarchy where officially he's the CEO but in truth it's a diarchy between him and dizzy with him having the greater power of the two. Edit: I actually worked in a group with a similar dynamic with one of the bosses being the "official" boss while the other guy was on paper underneath him but he was running the whole show and the power balance can switch from time to time but that's only if the working environment is toxic and office politics take over the organization which it did. Tldr as long as phase doesn't have that sort of work environment that dynamic will mostly... work and when it does work it works well.

She’s been in a behind-the-scenes management position since before Gen 1. Dizzy helped PICK the Gen 1 girls. She’s been there for every gen, every debut, and every expansion.

It's because he's not operating in a Japanese culture where one wrong move gets you smacked down by the legal and political department in the country. Yagoo basically will just smile and react like a father figure, because he doesn't want to give off any vibes that would make haters accuse their company of something bad and tarnishing Cover Corp's reputation.
