Christian theology, "indwelling" of the Holy Spirit refers to the permanent presence of the Holy Spirit within a believer once they accept Christ, while "filling" of the Holy Spirit describes a more active experience where a believer intentionally yields themselves to the Holy Spirit's control and power, which can be a repeated experience throughout life; essentially, indwelling is a constant state, while filling is a dynamic experience that can fluctuate depending on one's obedience and surrender to God.
