Not exactly, Reiju's brows both curl outwards I'm pretty sure. The left brows direction (the one sanji has visible post timeskip) seems to indicate if the exoskeleton is active or not (out yes, in no) while the right brow indicates whether they still have some form of morals/free thinking

Sanji's left brow flips direction to point outside when he goes "Ifrit" mode/his body modifications start activating matching the rest of his family. We dno yet whether his other brow changes too cus its always hidden but if we assume it doesn't then I'd say it's safe to say that's what the eyebrows indicate and then they match Reiju's. We'll probably get more info on it one day but at the minute it seems to be a valid theory.
