They've been legal in Oregon since forever. But they can't be completely concealed. From what I understand using them constitutes deadly force according to the case law in most areas (consult your attorney for the specifics). That means the same ethical and legal concerns apply as if you had taken out a gun and shot someone.

Uncompensated plug .... Robert Escobar's _Saps, Blackjacks and Slungshots: A History of Forgotten Weapons_ is an excellent book and the ONLY history of these tools. One of the nice things about saps and blackjacks is that they give you options. Hit soft tissues with the the wider part, and it can hurt or temporarily disable with a low risk of lasting damage. Hit to certain other targets and the results can be crippling or deadly

I guess this approach is ideal for palm/button saps as stealth is a built in feature for these weapons.

They have coin purses you can buy that, strangely enough, resemble saps. But I wouldn't call mine a sap ;)
