Yes. These are usually called "starter kits". If you are looking for a small system to learn on, I would suggest looking at InduSoft. They have a 40-hour trial version.

PID control and how to apply the algorithm to control loops are taught in a collection of videos at Realpars.com. The PID algorithm is the same whether it is applied in a chemical plant, wastewater facility, or pharmaceutical plant. The series of videos at Realpars.com uses a Siemens S7-1500 series PLC to demonstrate the science and math behind the PID algorithm as well as the application and tuning of PID loops in a real-world scenario. It is a bit more advanced than some of our introductory courses but is a great series if you want to understand PID loops.

TIA Portal Basic has WinCC Basic built into it. There is a very powerful simulator built-into WinCC Basic. WinCC Basic can be used to configure Siemens Basic Panels.
