Is there someone (I’m assuming the other member of the party requiring rescue) floating, apparently unconscious (hopefully), in the water next to them??

First, why are there so many people in the water when it's this choppy? Second WHY are they swimming so close to dangerous ROCKS? Third were those jet skis just there to rescue or are they allowed to be so close to swimmers like that ? Rescuer did well not to become a casualty himself while rescuing this other individual! 👏
