Dick Dastardly was the first cartoon villain I remember. Cobra Commander was so incomptent, he makes Dr. Claw look like a genius. Then again, he was just an ex used car salesman/con man in Marvel's G. I. Joe comics.

The Creeper from Scooby Doo is actually saying "PAPER!" He was trying to get the paper the gang had found as it was a major clue that would reveal his identity.

I'll give you Cobra Commander came from the conics first. And I don't know when Gargamel was introduced or if he was in Peyo's source material. But Peter Pan and Pirates was the 90s. The Disney Peter Pan was the 50s. And MUMM-RA WAS THE 80S! Do your research dude! So waa Sketor. 80s not 70s.
