Actually, according to the creators, he is indeed an octopus. The reason he has 6 legs is "Well, that might be why he is angry all the time". They do contradict this though, like every other octopus like Squidward has six legs, and they even say things like "We must turn him into a squid again", but the creators said on the episode Sleepy Time's commentary on the DVD he was a squid. The quote above was taken from this as well.

Did you know there is actually a theory centered around the fact that the setting of Spongebob was nuclear tested in real life, that Spongebob's wacky world is actually the CAUSE of this?
