the GOC arent technically enemies, more of a fragile relationship between the GOC and the SCP foundation GOC is more or less the SCPF of the united nations and is more bent on flat out destroying anomalous stuff, whereas the SCPF prefers to use it or contain it rather than destroy it not to say that the SCPF won't destroy anomalies, they just prefer to use or contain them instead

Basically, people think SH are weak hippies but there very smart and strong, they have a pocket dimension with all the information as well as hundreds of scp items they can go into foundation sites without them even knowing although they don't often kill people they just go for scp items.
