T’Challa had already become Black Panther while his father was alive. His father passed on that mantle while remaining king. T’Challa had to give up the Black Panther powers for the ritual combat to inherit the crown. I mean I love Pitch Meeting, but that actually did make sense in the movie.

I thought they took T’Challa’s powers away because he had to fight without the powers to challenge whoever wants to be king. The ceremony was to elect king not black panther.. and Wakabi is the leader of the boarder tribe so he would have to meet Killmonger before getting into Wakanda.

After winning the ceremony, the newly crowned king becomes Black Panther. So yes, the ceremony is also about becoming the next Black Panther. As for W'Kabi, the border is fairly large so the odds of Killmonger encountering him so quickly is fairly slim.

It was explained why T'Challa already had the Panther powers. It was because his father was already old and needed to pass on the mantel. The whole ritual was for the coronation, wherein the tribes who wanted to rule would challenge the king, but to make the challenge fair they take away the panther powers.
