It looks like Phreak has taken Oasis' big clump of ferrofluid. That combined with the fact the word 'attract' was listed on his hero concept image, I think he's a displacement/movement focused tank that uses Ferrofluid and magnets for his attacks and abilities. Lore-wise I would guess he has a big connection to Lucio since they're both rebels that hate and have stolen their equipment from Vishkar, but Phreak is likely an extremist and belongs to his own more unpredictable and volatile gang (like Ashe and Kiriko).
