It's not a real international arrival, as you're pre-cleared in Canada and don't have to go through the international arrival procedures in Seattle.

Reminds me of Dulles- many escalators- up one, then down for miles, up and down. Then ride the train - then more up and down.

Except that you arrive as a domestic flight solely within the US does as you go through US customs and immigration in Vancouver before you even take off.

Seattle doesn’t have enough gates to accommodate so they have to park outside

The C Gates were being upgraded, that’s why the small planes deplaned outside. I fly Alaska almost exclusively, since 1970, and I have never been on one of their planes without a functioning bathroom. So I’m guessing that there was either an unexpected issue or the flight is si short, forty five minutes that they don’t make them available. Additionally the N gates, which are exclusively Alaska, was just finishing their major remodel and expansion. There’s a restaurant now, right next to his departure gate, N9. I just flew out of that gate two months ago.
