The SOAP laws were repealed because so many sex workers were from "marginalized" communities, so they were disproportionally affected. Just like the expired tabs, and bike helmet laws. If POCs get caught breaking the law, then either quit enforcing the law, or repeal it. In this case, they repealed it. That's when the new ordinance that Moore is proposing - to bring back the SOAP (and also SODA) ordinances. The SODA is Stay Out of Drug Areas.. I attended the council meeting in August when they were first discussing this. The people opposed to the ordinance were very unruly and loud, trying to shut down speakers in favor of the ordinance. Of course, the cops on duty did nothing to stop the rowdies.
