Aside from any 'political issues' the difference is that mangione 'allegedly' had a manifesto which detailed both his motivation to affect social change (hence the state terror charge) and his planning of the crime. The planning aspect allows the feds to argue he crossed state lines with the specific intent to 'stalk' and shoot the guy(hence the federal charges apply).

Do not forget how it was in the past. Imagine the1940s and 1950s, people wearing good clothing to go outside and doing errants. Neighbours knowing what's going on. Being in the subway going to work. So obviously they had a camera on that subway cart because it showed that him and her were the only 2 in there when he came in and set her on fire. So all they have to do to try to identify this lady is go back on the video of that cart and screenshot a photo of her coming on which will show her face put the face out there on the news and I'm sure someone will recognize her put posters up around so that if she was homeless maybe other homeless people can see her and maybe someone else in the homeless community may know her name.

If someone had jumped in to help her it would have had to be sometime before the video we see here. However, it is an unfathomable sight that she is still burning and the only urgency ℹ detected was from the brother filming it.
