Depending on the city/state a landlord is legally able to set whatever late fee they want. The key part is for the tenant to READ the lease befor signing, however many do not.

They actually can evict you for not paying the water bill. It's usually mentioned that you have to pay it on your lease. It is on mine. It's because water use in an apartment complex is often divided up between all tenants when it arrives in one big bill to the owner. It's called "RUBS" or "ratio" billing.

In some apartment complexes, water is separate from the rent and it's definitely separate when living in a house. When I rented, the water would be based on the number of units and how many bedrooms. They'd get a bill and divide the payment amongst the tenants. They got evicted bc they didn't pay what was agreed upon in the lease.

We had a section 8 apartment complex up the road from our home. When the bypass construction began those apartments were torn down. An amazing thing happened as a result. We no longer had our homes and cars broken in to, the police no longer have to patrol our community, and once the landlord next store to us evicted the gangters he rented to and sold his rental house our lives have been peaceful. The only person I felt bad for was the one young man who I saw walk to and from work every day. He worked at the grocery store and walked to work rain or shine. I told my daughter that I would buy that young man a car and pay his first year insurance if I was financially able. The other young people were in the streets causing problems, and this young man was focused on his future. I dont know what happened with this young man, but I pray it was good.

If water is part of the lease, it has to be paid. I’m guessing that any payment she made went to the oldest open balance (late fees/water) first which in turn shorted her rent since March. She’s an idiot and should have put dude out (or got them daddies to pay) on the track to make water money instead of laying up all day doing nothing until the youngest kid is in school.
