My interpretation is one of many and any differences of opinion are just as valid on the "evil" thing and anything else not specifically shown in the comics.

The golden omnic there is Reverse AU Zenyatta (by heronfoot on tumblr) and in that AU, certain fundamental things about the heroes get changed. So for example, Genji kills his brother, Hanzo becomes a cyborg, and Genji now leads the Shimada clan. McCree becomes the boss of Deadlock. And this Zenyatta is an omnic supremacist who wants to achieve order through discipline.
