"The prescription model that was introduced in 2020 on any metric has to be noted as a massive failure.
Why should we have any faith that the same people that were totally wrong about 2020 reforms would be right about the 2023 reforms?
I said at the time it would lead to a massive growth in the black market.
Maybe this will be taught in future lessons how not to create policy because I would have thought that before making a major policy decision in Australia that good policy practices would mean looking at other similar, models around the world, such as NZ. How can you justify not doing that basic work before a gov makes a serious decision here?
We tried to crack down on the black market with a prescription model. A total failure. We have had an increase in youth [18-24] vaping from 5-25%, and we are just incentivising it again
This is an absolute failure of public policy which I predict will only lead to further failure"

Could we please get more people like Senator Canavan involved in some kind of vaping policies. This is what happens when you make policies on FEELINGS rather than evidence based policies. The fact that you have a 5 fold increase in youth vaping since a prescription model was introduced & you want to double down on what is not working.

Wow a senator that lives in reality! Nice work senator canavan ,pointing out doubling down on failed policy & the promotion of the black market. Nic vapes shouldn’t be available to kids but it’s the most effective way for adults to give up smoking. I get the feeling tobacco & pharmaceutical companies greed could be behind the scenes pushing for Nic vape bans in Australia. Poor decisions here will cost Australian lives. I vape & I vote as do many other Aussie adults.

Talk to Belgium who had a pharmacy/medical model from 2013 - 2016 which was abandoned for a consumer retail model as it did not work. Australia cannot claim a 'world leading' position in this context. Doubling down on failure is a terrible strategy. The committee seems to have absolutely no idea what is happening on the ground.

2:52 Difficult to trace my ass they are not enforcing the law so kids can buy disposable vapes on every street corner. Professor Murphy there is an easy choice here Regulate the industry as a consumer good with a robust framework of checking and enforcement

Just thought I would mention the video appears to cut out to a black screen at 10min & 11sec, though it shows as having a run time of 23min & 18sec. Not sure if it's just me or if the video needs to be reuploaded. Anyhow thanks for uploading. It was a good take from Senator Canavan from what I watched & I hope common sense prevails eventually.

Must be frustrating for Senator Carnarvon talking to those morons. NZ is using vaping as part of a master plan to eradicate smoking, Australia seems to be determined to push vapers back on to cigarettes. It's hard to comprehend.

Professor Murphy has no idea, the vapes tested are not regulated. They are illegally imported. Most vapers are not using prescription vaping products, rather they are consuming illegal imports. The more these imports brought in, the more access children have of them being sold by unscrupulous sellers. Making regulated, tested vapes legal without a prescription and available at supermarkets and convenience stores would disincentivise illegal vape imports, thereby limiting supply to children.

It’s a shallow view that Chinese imports and greedy retailers haven’t driven the black market and that somehow the prescription model forced illegal retailers to sell illegal products. Incredible assumptions

Fine, but if so, you can't maintain it is a plot by "big tobacco" to recruit a generation of smokers (the speciousness of the "gateway" hypothesis being another matter).
