I can't believe that no one knows who inserted this budget. If DSWD did not request this budget and it "magically" appeared, then the DBM should explain this because they are in the middle balancing all of these budgets. If the DBM Secretary cannot provide clear answers then she should be filred for incompetence. First they act as a conduit to structure a confidential fund for the OVP and now they "slip in funds without a request in the tiny amount of 26 Billion? This is a joke and it's not even funny.
