Your GPU's temp is really high with that fan speed you should check your thermal paste.. I have 6600xt Pulse when OC'ed and playing demanding games like BF2042 it never goes over 62 C° with less than 66% of its fan speed

some games which are really hard to run for the cpu can bottleneck but thats true for every mid range cpu, Games like baldurs gate that require higher cpu horsepower will show a little bit of bottleneck but rest is fine
