If they're both "in character" but both must fight when they encounter each other, cats wait in nature and speedblitz, leading to a stalemate at best for humans. Also most vs battles assume the combatants just battle in a field in which case... human mags usually don't have more than 50 bullets, and civilians are not hitting every shot.

Sasori has a huge advantage tho. He’s an expert long range fighter, the poison will slow kisame down at least, it has too. Only think kisame has that can damage Sasori puppets is him swinging samehada which should be able to cut off the chakra threads. But the third kazekage puppet could give Sasori the win. Kisame has to bypass the iron sand. The iron sand can give Sasori an advantage size wise versatility in changing the shapes. Sasori can win this

Kisames only shot at winning is if he moves quick and washes sasori before he gets hit, cuz if he gets scratched sasori wins. He also can't use Samehada to defend against sasoris attacks because samehada is a living thing and thus will be affected by the poison. Personally I think it could go either way

Housecats have superhuman Short burst speed but there slower than humans aside from that and while there piercing damage can be lethal there muscle strength is below the average human level cuz of the huge weight difference so there not that durable and could be stomped and kicked to death they could be choked to death . but at the the same time a cat should be capable of jumping 9 feet into the air so even if you standing up it can be on your face in an instant so it could go for eyes and throat pretty easily. there's also like millions of those fuckin things so they could like dogpile you and it would hard to get them off they may not even need to strike a vital like you might just bleed to death or like pass out from accumulated damage and then get finished off . Kisame has better stats and has wide range jutsu while sasori has constant pressure and tricks. I feel like kisame would do well against sasori but I also think the poison gas could beat kisame. Gas could get into the water or while distracted. I don't think the needles or even the sand would do much since kisame has stronger jutsu. So yeah poison gas would be sasori best bet.
